VAT on residential service charges

I live in a private court of approx. 50 flats split between 8 blocks. All are owned leasehold and we pay yearly service charges to a landlord company. Any routine services, supplies and works carried out to the building/communal areas is passed on to tenants through the service charge. The amounts passed on to us are inclusive of VAT. So for example, if work is carried at a cost of £200 plus £30 VAT the landlord company pays the contractor £230 and treats that whole amount as exempt from VAT and does not reclaim the £30 VAT via their vat return. That £230 is then passed on to us through service charges. My question is should we be billed the full £230 or should we only be billed for the £200 and then the landlord company reclaims the £30 difference through their vat return?
